Resumes a previously suspended thread.

Parameters

ThreadHandle - a handle to a thread granting either THREAD_SUSPEND_RESUME or THREAD_RESUME access.
PreviousSuspendCount - an optional pointer to a variable that receives the previous value of the suspension counter of the thread.
